Syria has been subject to increased monitoring by the Financial Action Task Force since February 2010, making it one of the longest-standing jurisdictions on the FATF’s list.
In June 2014, the FATF determined that Syria had substantially addressed its action plan at a technical level, including by criminalising terrorist financing and establishing procedures for freezing terrorist assets. However, due to the ongoing security situation, the FATF has been unable to conduct an on-site visit to confirm that these reforms have been implemented and are being sustained, and continues to monitor the situation closely.
In July 2026, the EU Global Facility on AML/CFT conducted a joint scoping mission to Syria with SIGMA EU, which sought to assess the country’s needs for technical assistance and define a future course of action.
Technical assistance activities will start to be delivered by the project in 2027, covering a number of topics.
