H.E concluded with thanking the EU Global Facility\, the French Embassy\, the experts and the countries representatives for their presence in this conference and expressed his best wishes to all. \nSpeaking at the opening ceremony\, Alexis Le Cour Grandmaison\, French Ambassador to Jordan\, underlined the need to put in place an adequate legal framework to identify criminal assets\, including virtual assets\, as early as possible in the investigation in order to maximise the possibilities of effecting a seizure. He also referred to the decisive action of the French Asset Recovery Agency (AGRASC) “whose recoveries have doubled between 2020 and 2021 to reach 480 million euros. It is important that this activity benefits the public community”. \nThe event\, which will witness the intervention of more than 20 experts from the Americas\, Europe and the Arab world\, seeks to tackle the causes and existence of AMLCFT risks\, and promote cooperation and compliance with the global standards and cooperation in the field of Vas. Ultimately\, it seeks to guide respective countries\, their competent authorities\, and the private sector\, on shaping the strategic direction of dealing with VAs\, Virtual Asset Service Providers (VASPs)\, and understanding requirements of this direction\, i.e. banning or regulating VAs. \n“This event is a recognition of the crucial importance of exchanging and sharing best practices between countries from the same region\, especially on such an innovative and new topic\,” said EU Global Facility Team Leader David Hotte\, thanking all participants for their active participation and interest in the topic. \n💡 VAs represent an attractive economic opportunity for jurisdictions\, but bring along a number of challenges and risks that must be understood and managed for their safe integration within a country’s economy. Amongst other things\, are financial crime risks (for example the abuse of VAs to evade sanctions\, launder money or finance terrorism)\, as well as the potential impact on the wider ecosystem. For instance\, banks might need to put in place increased/tailored monitoring to bank these operators\, and regulators might need to adapt their regulatory and supervisory approaches to target the specific risks brought about by VA operators\, whilst guaranteeing a rapid regulatory process and a smooth supervision experience (to maintain a competitive edge against other A number of stakeholders from the AMLU\, the Central Bank of Jordan and the Companies Control Department along with competent authorities have worked together on designing and implementing the assessment of the AML/CFT risks and the misuse of legal persons and legal arrangements\, using a leading-edge methodology. \n  \nIn her opening remarks\, Head of the Anti-Money Laundering Unit of Jordan\, Samya Abu Sharif\, noted: “the topic of today’s workshop is an indication of the important role of all national agencies in promoting the necessary actions to combat the risks of money-laundering and terrorist financing associated with legal persons and legal arrangements at the national level.” \n“Understanding the potential threats\, and strengthening the system to achieve increased transparency for the legal persons and the legal arrangements and developing national programmes in partnership with the private sector to reduce their impact is a crucial objective of thjs assessment work.”  \n“The results of the assessment presented today will help us better understand and be directed towards high-risk aspects in order to prevent criminals from exploiting legal persons and legal arrangements in ML/TF crimes\,” she added. \nFor his part\, EU Global Facility Key Expert on Beneficial Ownership Alexandre Taymans commended the “successful work and important efforts put together by Jordan to conduct this exercise in such a structured and timely manner”. \n“As the dissemination of the findings of this assessment are now launched\, such a milestone calls for and paves the way for an enhanced engagement between competent authorities\, as well as with the private sector to ensure that the recommendations and the mitigating measures identified by the working group will be fully implemented before the next update to the risk assessment\,” he stated. \nThe EU Global Facility has developed a dedicated methodology for the risk assessment of legal persons and arrangements to assist partner jurisdictions with a methodology that can be tailored to their specific context. \nThis activity is a milestone for any country implementing a BO disclosure framework as it will help them identify the risk jurisdictions are facing from the misuse of legal vehicles both at national and international level. This risk assessment is also to be put in the context of the renewed and increasing focus the FATF’s new recommendation 24 (April 2022) has put on this challenging exercise for jurisdictions considering the scope of such exercise\, the number and variety of stakeholders involved and the level of technical expertise it requires.[/vc_column_text][/vc_column][/vc_row]

This will serve to discuss the specific features and mechanisms through which beneficial ownership information can be registered\, vetted and enforced. \nAdriana del Pilar Solano Cantor\, Deputy Director of the Tax Registry Administration in Colombia\, stated that “This workshop will enable Colombia to identify good practices for the deployment of such beneficial ownership registries\, the existing opportunities for improvement of the regulatory framework and IT system in Colombia and the development of new features in the registry such as the registration of the chain of ownership and control. Similarly\, this exchange of experience will also serve to identify areas of improvement in the technical framework”. \nFor his part Alexandre Taymans\, Key Expert of the EU Global Facility on Beneficial Ownership\, celebrated the launch of this first beneficial ownership training in Colombia. He noted the fact that Colombia already had an operational beneficial ownership registration system and good understanding of the issues that it will face\, both in terms of ensuring the availability\, quality and accessibility of the information\, which will ensure very fruitful discussions and exchanges. He also indicated that beyond the training and exchange of experiences\, this activity was also aimed at identifying areas of future cooperation in areas where the expertise of the Global Facility could be deployed to support Colombian authorities. \nOn Thursday\, other competent authorities from Colombia will attend a session focusing on international standards and best practices on the topic of Beneficial Ownership as well as the tools that can be developed to enhance the understanding of BO disclosure requirements. \nThe sessions will also cover the verification and supervision mechanisms that can be implemented by jurisdictions to ensure that frameworks are effectively implemented by both private and public sector stakeholders.[/vc_column_text][/vc_column][/vc_row]

The team was accompanied by the Ambassador of the European Union in Paraguay\, Javier García de Viedma. \nThe discussions revolved around the the key priority actions identified in the Mutual Evaluation Report of the Republic of Paraguay approved in 2022 by the GAFILAT\, which reflects the needs of the country in AML/CFT. \nLater on\, the EU Global Facility experts met with the First Vice President\, @Carolina Llanes\, and Justices Luis María Benítez Riera and Alberto Martínez Simón at the Supreme Court of Justice. \nTechnical discussions were then led with representatives of the law enforcement agencies in charge of investigating financial crimes\, namely SENAD\, SENAC\, the National Police\, Customs and SEPRINTE. \nOn the last day\, a meeting with judges and prosecutors specialised on AML/CFT was held\, where the attendees discussed the main findings of the Evaluation and the mechanisms to be implemented to implement the necessary structural improvements to the systems of investigation\, prosecution and conviction of AML/CFT crimes.[/vc_column_text][/vc_column][/vc_row]

The situation has been deteriorating and governments have to stop and coordinate to fight these phenomena’s global destructive reach.” \nHe stressed that the fight against ML/FT is “a global fight and it is essential to improve the well-being of citizens across the globe.\nTraining like that starting today allows to improve efficiency and effectiveness of capacities of all participants in AML/CFT. \nI am very happy to welcome all participants and to announce that Trinidad and Tobago is now the 25th country where the EU Global Facility on AML/CFT is active.” \nHis remarks were followed by an introduction from Key Expert on Justice/CSO Mamuka Jgenti and the Head of Anti-Terrorism Unit at the Office of Attorney General and Ministry of Legal Affairs of Trinidad and Tobago Vyana Sharma. \nIn the coming weeks\, another series of online training will be delivered to the representatives of authorities and regulators of the country\, while other areas of technical assistance will be tackled by the rest of the EU Global Facility team.[/vc_column_text][/vc_column][/vc_row]

They will enable the Congolese authorities to better understand the scope of CFS obligations and their place in the strategy to combat the financing of terrorism and the financing of nuclear proliferation. The analysis of the law and the training sessions will be used to fuel subsequent exchanges on the operationalisation of the adopted texts. \nThree main areas of work are proposed:\n1. Operationalisation of the institutional framework dedicated to the CFS: support for the definition of operational processes for the implementation of Recommendations 6 and 7 (identification of targets\, communication of lists\, withdrawal of lists\, unfreezing of funds\, etc.)\n2. Establishment of processes for monitoring and inventorying frozen assets\, to enable the DRC to respond to the FATF’s request for statistics on frozen assets (develop the process for communicating frozen assets to the competent authorities and their centralisation)\n3. Ensure effective implementation of targeted financial sanctions by raising awareness of the scope of the obligations among the authorities responsible for monitoring the implementation of the CFS and the private sector”. \nOn Tuesday 25 April\, the EU Global Facility team will provide a mentoring on national coordination\, aimed at preparing the Technical Assistance Coordination Committee (TACC) meeting foreseen at the EU Delegation on Wednesday 26 April. \nThe TACC was launched last December in Kinshasa\, in order to best coordinate the work of all technical assistance providers to the Congolese partners in their efforts to strengthen their AML/CFT frameworks.[/vc_column_text][/vc_column][/vc_row]

A number of joint activities has already been held on various international judicial cooperation matters.[/vc_column_text][/vc_column][/vc_row]
