This mission follows online training delivered following the request for technical assistance made by the authorities of Malawi to the European Commission in the spring of 2023. \nToday\, the team starts with a hybrid workshop on the FATF Rec 8\, aimed at enhancing the capacities of Malawian authorities and Non-Profit Organisations (NPOs) in understanding and implementing the Financial Action Task Force (FATF)‘s said Recommendation 8. More specifically\, it seeks to provide insightful contributions to the Working Group responsible for the development of Malawi’s NPO Sectoral Risk Assessment in order to improve their capacity to assess and mitigate risks within the Non-Profit sector. \nOver the next few days\, the team\, led by David Hotte and Key Expert on Justice/CSO Mamuka Jgenti will carry out a scoping exercise with various state institutions of Malawi. These discussions\, coordinated by the EU Delegation in Lilongwe\, aim to ensure alignment with the priorities and needs formulated by Malawi on AML/CFT. \n🇪🇺 🇲🇼 We wish to extend our special thanks to the EU Delegation to Malawi for their support in organising this successful event and giving the EU Global Facility the best conditions to provide technical assistance to our partners.[/vc_column_text][/vc_column][/vc_row]

The team also held important bilateral meetings with representatives of ESAAMLG Member Countries to discuss ongoing or forthcoming collaboration. \nWe were pleased to see the support provided by the EU Global Facility -both on a bilateral basis to partner states and through the organisation of various regional events in co-operation with the ESAAMLG Secretariat- commended by the participants. They highlighted the positive impact those technical assistance activities have had on their jurisdictions across the Eastern and Southern African regions. This successful collaboration was also been reflected in the documents adopted by the plenary. \n👏🏽 👏🏽 We take this occasion to warmly congratulate the ESAAMLG members for the adoption of the Toolkit on the risk assessment of legal persons and arrangements that was drafted jointly with experts from the EU Global Facility. \nThis toolkit which was designed to assist countries with the assessment of the risks of misuse of LP/LA for ML/TF purposes within their jurisdictions\, is structured as a practical\, step by step methodology that can be easily tailored to countries risk context. \n“This toolkit will be complemented by several upcoming activities\, including an IT tool that will ease the calculation of the various ratings as well as a training curriculum for the implementation of the methodology by jurisdictions\,” explained Alexandre Taymans during the meetings. \n“We hope that this toolkit will help countries from the region and beyond to prepare for the implementation of the recently review of Financial Action Task Force (FATF) Recommendations 24 and 25\, and the upcoming 3rd round of evaluation that is expected to start in 2024 within the ESAAMLG region\,” he added.[/vc_column_text][/vc_column][/vc_row][vc_row type=”in_container” full_screen_row_position=”middle” column_margin=”default” column_direction=”default” column_direction_tablet=”default” column_direction_phone=”default” scene_position=”center” text_color=”dark” text_align=”left” row_border_radius=”none” row_border_radius_applies=”bg” overflow=”visible” overlay_strength=”0.3″ gradient_direction=”left_to_right” shape_divider_position=”bottom” bg_image_animation=”none”][vc_column column_padding=”no-extra-padding” column_padding_tablet=”inherit” column_padding_phone=”inherit” column_padding_position=”all” column_element_spacing=”default” centered_text=”true” background_color_opacity=”1″ background_hover_color_opacity=”1″ column_shadow=”none” column_border_radius=”none” column_link_target=”_self” column_position=”default” advanced_gradient_angle=”0″ gradient_direction=”left_to_right” overlay_strength=”0.3″ width=”1/1″ tablet_width_inherit=”default” tablet_text_alignment=”default” phone_text_alignment=”default” animation_type=”default” bg_image_animation=”none” border_type=”simple” column_border_width=”none” column_border_style=”solid” gradient_type=”default”][vc_gallery type=”flexslider_style” images=”6766\,6767\,6768\,6769\,6770\,6771\,6772\,6773\,6774\,6775\,6776\,6777\,6778″ onclick=”link_no”][/vc_column][/vc_row]

It shall also serve as an opportunity to review the plans for the upcoming months and explore potential areas for collaboration between the two initiatives. \nOne significant event on the agenda is the planned global consultations of Non-Profit Organisations (NPOs) in September 2023in Bonn. This consultation aims to address the ongoing reform of the FATF Recommendation 8 and its Best Practices Paper\, representing a crucial milestone in their collective efforts to combat money laundering and terrorist financing in the not-for-profit sector. \nThe EU Global Facility and GIZ IFF projects have been maintaining regular contacts to ensure that their activities in regions of mutual interest\, such as Africa and Latin America\, do not overlap or duplicate efforts. By coordinating their efforts\, they can streamline their impact and enhance effectiveness in tackling global financial challenges. \n“As two projects implemented on behalf of the European Union\, we strongly believe that regular interactions to discuss evolutions in the field of illicit financial flows can help foster innovation\, create synergies\, and strengthen our shared commitment to combating money laundering and terrorist financing\,” stated David Hotte. \n“Only through collaborative efforts can we succeed in addressing illicit financial flows and promoting financial integrity both within the EU and in partner countries across the globe.” \nThe meeting was hosted at the premises of GIZ\, who is also a co-implementing agency of the EU Global Facility\, alongside Expertise France and NI-CO.[/vc_column_text][/vc_column][/vc_row]

However\, with the rise of financial crime\, it has become essential for these institutions to actively combat risks such as money laundering and terrorist financing. The EU Global Facility has recognised the significance of this challenge and has been providing support to microfinance institutions in Tunisia and Jordan to address these issues. \nOn Wednesday 12th of July 2023\, Jordan’s microfinance institution Tamweelcom achieved a significant milestone by obtaining the AML 30 000 certification\, solidifying their commitment to combating financial crime. \nThe certification ceremony\, held in the presence of representatives from the EU Delegation (EUD) to Jordan\, was opened by Bashar Arafeh\, Chairman of Tamweelcom. His speech was followed by the congratulations of David Hotte\, Team Leader of the EU Global Facility\, who noted: “on behalf of the EU Global Facility\, I want to warmly congratulate Tamweelcom on their remarkable achievement. This certification is a testament to their unwavering commitment to upholding the highest standards of financial integrity and actively combating the risks of money laundering and terrorist financing”. \n“Tamweelcom’s dedication and exemplary efforts serve as an inspiration to the entire microfinance sector. We\, at the EU Global Facility\, commend their remarkable accomplishment and are confident that their leadership will encourage other financial institutions in the region to follow suit. Together\, we can create a more secure and resilient financial ecosystem in Jordan and beyond.” \nA representative from the EU Delegation to Jordan reiterated the European Union’s support to such endeavours\, calling on collaborative efforts from all microfinance institutions around the Kingdom. Concluding the ceremony\, Cristian Mocanu\, Secretary General of COFICERT\, the Commission for Financial Certifications which conducted Tamweelcom’s assessment\, recognised Tamweelcom’s rigorous efforts in upholding financial integrity and their determination to actively address the risks of money laundering and terrorist financing. \nThis achievement not only positions Tamweelcom as a leader in the microfinance sector but also demonstrates their contribution to promoting good governance practices and fostering a robust financial system in Jordan. The AML 30 000 certification ceremony serves as a testament to Tamweelcom’s unwavering dedication and will undoubtedly inspire other financial institutions in the region to follow suit in the fight against financial crime.[/vc_column_text][/vc_column][/vc_row]
