The conference is being held in collaboration with the Eastern and Southern Africa Anti-Money Laundering Group (ESAAMLG) secretariat and the Financial Intelligence Centre of the Republic of South Africa. \nHeld under the title “Beneficial Ownership Disclosure Frameworks in Practice – From Risk Assessment to Beneficial Ownership Registers”\, the three-day conference  will witness the participation of more than 70 representatives from 18 countries on the African continent\, as well as the participation of  (TBC)  attendees online. \n  \nIn  her opening remarks\, Director of the FIC of South Africa\, Adv Xolisile Khanyile said “Criminals rely on being able to hide their proceeds and creating distance between themselves and the source of their illicit proceeds. By having timely and accurate information on the beneficial owners of accounts and of property held by corporate vehicles\, as well as the source of funds for corporate vehicles\, we will be able to better protect the financial system from abuse.”  \n  \nFor her part\, ESAAMLG Executive Secretary Fikile Zitha\, noted: “this workshop\, which is a continuation of the regional BO workshop held in September 2022 in Lusaka\, aims to assist member countries in the proper application of transparency of legal persons and arrangements including the establishment of an appropriate framework capturing beneficial ownership information.”“With the great turnout we are seeing today\, it sends a strong signal of commitment for adapting to the revised changes being brought\,” she added. \n  \nThe regional workshop\, which will consist of interactive exchanges and open discussions\, will allow participants to exchange best practices and further deepen their expertise on BO-related matters. Thematic presentations shall also be delivered by experts from Belgium\, Latvia\, Ukraine and Mozambique. \n“Today’s conference shows the European Union’s strong commitment to combatting financial crimes and promoting transparency in the global financial system. We bring together representatives from many African countries\, we foster collaborative efforts to establish effective beneficial ownership frameworks and we ultimately collectively safeguard our economies from illicit activities. The EU stands firm in its support for this conference. Together\, we can build a more secure and accountable financial landscape for the prosperity of all\,” said European Union Ambassador to South Africa\, Sandra Kramer. \n  \nFor his part\, EU Global Facility Team Leader David Hotte welcomed the participation of representatives from 18 countries\, saying “it is particularly impressive to witness the attendance of so many countries\, which shows African nations’ committment to the enhancement of beneficial ownership frameworks within their respective jurisdictions. I am confident that these three days of exchanges will yield great results on  risk assessment related to BO and BO registers”. \nThe conference is part of a series of technical assistance activities delivered by the EU GF-AML/CFT to partner countries around the world. Demand driven and tailor-made\, the support is provided on a bilateral\, regional and thematic basis. Launched in March 2023 in Buenos Aires for the GAFILAT and CFATF regions\, the activity was replicated in Warsaw for the MONEYVAL region a month later and in Cape Town (ESSAMLG\, GABAC and GIABA regions) in May 2023. It will serve as a forum to share best practices\, coordinate approaches\, and further enhance the region’s capacity in combating financial crimes. \nEU Ambassador to the Kingdom of Morocco\, Ms Patricia Llombart Cussac. \nThe MENA region faces significant challenges in dealing with money laundering and terrorist financing. Recognising the importance of judicial cooperation in effectively addressing these threats\, the conference will bring together high-level officials\, experts\, and practitioners from the region and beyond. This groundbreaking collaboration showcases the European Commission‘s commitment to standing at the forefront of the fight against money laundering and counter-terrorist financing across the globe. It does so by funding the variety of collaborative initiatives and partnerships conducted by the EU Global Facility project. \nFrom the 17th to the 21st of July\, some 35 hand-picked representatives from 15 French-speaking jurisdictions will familiarise themselves with the highest FATF standards\, paving the way for enhanced compliance and strengthened anti-money laundering measures in their respective jurisdictions. \nIn attendance are participants from five Financial Action Task Force-Style Regional Bodies (FSRBs)\, namely ESAAMLG (Madagascar\, Burundi)\, GABAC (Chad\, Congo\, Democratic Republic of Congo\, Cameroon\, Gabon\, Central African Republic)\, GIABA (Senegal\, Benin\, Comoros\, Togo\, Guinea\, Burkina Faso) and GAFIC (Haiti). \nThis joint training initiative represents a remarkable milestone in the ongoing efforts to combat financial crimes and establish a more secure global financial system. By launching this collaboration with the standards setting entity -the FATF-\, and bringing together diverse French-speaking countries\, the EU Global Facility continues to support the efforts carried out by partner countries across the world to uphold their compliance and exchange the best practices. \nOut of the 22 training sessions organised by the FATF Training Institute since its reopening in November 2020\, two have already been delivered in French. \nAbout the training\n🔍 The training on FATF standards is of intermediate level\, designed for anti-money laundering and counter-terrorist financing practitioners who have already been introduced to the FATF standards. The Rec 8 BPP revision is a crucial step towards aligning international standards with the evolving needs and realities of NPOs.
