It shall also serve as an occasion to meet with other TA providers to ensure complementarity of action and avoid duplication of work. \nIn parallel of these meetings\, the EU Global Facility is also delivering its very first activity to Angolan partners\, focused on the topic of #BeneficialOwnership. The event spotlighted crucial topics\, from evolving BO Registry regulations to practical application\, public-private partnerships\, and challenges in final BO registration and verification. This conference laid the foundation for a dynamic four-day training\, equipping stakeholders with the insights and strategies needed to bolster transparency and combat money laundering. \nThroughout the training\, the EU Global Facility emphasised the importance of international standards and the critical role played by local institutions in ensuring transparency. Our experts facilitated discussions on FATF and EU BO disclosure standards and engaged the audience with hands-on exercises\, equipping participants with the knowledge and skills needed to navigate the challenges of AML/CFT risks and work collaboratively with their clients. \n“The knowledge and skills acquired during this training will empower these local institutions to recognize and address the complexities of BO transparency effectively. Participants will also engage in scenario-based learning to gain practical insights into countering terrorist financing and money laundering. \n“The workshop aims to enhance investigative methods\, addressing challenges from virtual assets and social media. This mission follows online training delivered following the request for technical assistance made by the authorities of Malawi to the European Commission in the spring of 2023. \nToday\, the team starts with a hybrid workshop on the FATF Rec 8\, aimed at enhancing the capacities of Malawian authorities and Non-Profit Organisations (NPOs) in understanding and implementing the Financial Action Task Force (FATF)‘s said Recommendation 8. More specifically\, it seeks to provide insightful contributions to the Working Group responsible for the development of Malawi’s NPO Sectoral Risk Assessment in order to improve their capacity to assess and mitigate risks within the Non-Profit sector. \nOver the next few days\, the team\, led by David Hotte and Key Expert on Justice/CSO Mamuka Jgenti will carry out a scoping exercise with various state institutions of Malawi. These threats encompass national and transnational organised crime\, drug trafficking\, money laundering\, public and private corruption\, terrorism\, and the proliferation of weapons of mass destruction. This dynamic necessitates a more rigorous\, technically advanced\, and coordinated approach among all domestic and international institutions involved in the criminal justice system.” \nMinister Llanes further elaborated\, stating\, “Our objective is to continue enhancing the capacity of law enforcement agencies to further bolster the ongoing intensive monitoring efforts within our nation. We aim to achieve more substantial outcomes\, particularly in the context of result 7\, pertaining to the investigation and prosecution of money laundering\,” as highlighted by Minister Liliana Alcaraz Recalde of Seprelad. \n“The generous support from the EU’s Global Facility enables us to transform intelligence into actionable evidence\, aligning with the overarching theme set forth by this international organisation during the inaugural collaborative training initiative between Seprelad and Senaclaft\,” affirmed the highest-ranking authority. \nCollaboration and information exchange among institutions involved in AML/CFT efforts are crucial for success. However\, these processes have been identified as problematic not only among regulators and law enforcement agencies but also between the public and private sectors. As a response\, the EU Global Facility designed the “Turning Intelligence into Evidence” workshop series. \nEU Head of the Political Section of the EU Delegation to Paraguay\, Fredrik Sterner\, highlighted the importance of cooperation in order to address this challenge\, commending the work conducted by the EU Global Facility in this regard. \n“ It is unthinkable to talk about prevention or repression of money laundering\, working in isolation and without international cooperation. But coordination must also be regional in scope\, in order to be able to confront the large criminal organisations that attack our region with such harmful scourges as drug trafficking\, organised crime and\, as a consequence\, money laundering\,” stated Maria Noel Cabillon\, legal adviser at the SENACLAFT in her opening speech. \nSpeaking on behalf of the Uruguayan authorities\, she highlighted: “Uruguay\, like many other regional countries\, faces a shortage of money laundering convictions\, necessitating comprehensive work throughout the process\, from information gathering to evidence evaluation in court. These sessions are of paramount importance\, bringing together 15 representatives from 8 organisations in Uruguay to share their expertise\, acquire new knowledge\, and foster the much-needed coordination and inter-institutional collaboration within our system.” \nAs of September 2023\, the course has been delivered to partners in Jordan\, Panama\, Seychelles\, Turkiye and the UAE. Today marks the very first workshop delivered in the Latin American continent. It is also the first time this course is jointly delivered to two partner jurisdictions. By adhering to the standards set forth by the Financial Action Task Force (FATF)\, jurisdictions can ensure the robustness of their systems and exhibit their commitment to combating money laundering and terrorist financing. The training will address the critical role of AML/CFT statistics in the context of FATF mutual evaluations. They will enable the Congolese authorities to better understand the scope of CFS obligations and their place in the strategy to combat the financing of terrorism and the financing of nuclear proliferation. The analysis of the law and the training sessions will be used to fuel subsequent exchanges on the operationalisation of the adopted texts. \nThree main areas of work are proposed:\n1. Operationalisation of the institutional framework dedicated to the CFS: support for the definition of operational processes for the implementation of Recommendations 6 and 7 (identification of targets\, communication of lists\, withdrawal of lists\, unfreezing of funds\, etc.)\n2. Establishment of processes for monitoring and inventorying frozen assets\, to enable the DRC to respond to the FATF’s request for statistics on frozen assets (develop the process for communicating frozen assets to the competent authorities and their centralisation)\n3. Ensure effective implementation of targeted financial sanctions by raising awareness of the scope of the obligations among the authorities responsible for monitoring the implementation of the CFS and the private sector”. \nOn Tuesday 25 April\, the EU Global Facility team will provide a mentoring on national coordination\, aimed at preparing the Technical Assistance Coordination Committee (TACC) meeting foreseen at the EU Delegation on Wednesday 26 April. \nThe TACC was launched last December in Kinshasa\, in order to best coordinate the work of all technical assistance providers to the Congolese partners in their efforts to strengthen their AML/CFT frameworks.[/vc_column_text][/vc_column][/vc_row]

This will serve to discuss the specific features and mechanisms through which beneficial ownership information can be registered\, vetted and enforced. \nAdriana del Pilar Solano Cantor\, Deputy Director of the Tax Registry Administration in Colombia\, stated that “This workshop will enable Colombia to identify good practices for the deployment of such beneficial ownership registries\, the existing opportunities for improvement of the regulatory framework and IT system in Colombia and the development of new features in the registry such as the registration of the chain of ownership and control. Similarly\, this exchange of experience will also serve to identify areas of improvement in the technical framework”. \nFor his part Alexandre Taymans\, Key Expert of the EU Global Facility on Beneficial Ownership\, celebrated the launch of this first beneficial ownership training in Colombia. He noted the fact that Colombia already had an operational beneficial ownership registration system and good understanding of the issues that it will face\, both in terms of ensuring the availability\, quality and accessibility of the information\, which will ensure very fruitful discussions and exchanges. He also indicated that beyond the training and exchange of experiences\, this activity was also aimed at identifying areas of future cooperation in areas where the expertise of the Global Facility could be deployed to support Colombian authorities. \nOn Thursday\, other competent authorities from Colombia will attend a session focusing on international standards and best practices on the topic of Beneficial Ownership as well as the tools that can be developed to enhance the understanding of BO disclosure requirements. \nThe sessions will also cover the verification and supervision mechanisms that can be implemented by jurisdictions to ensure that frameworks are effectively implemented by both private and public sector stakeholders.[/vc_column_text][/vc_column][/vc_row]

A number of stakeholders from the AMLU\, the Central Bank of Jordan and the Companies Control Department along with competent authorities have worked together on designing and implementing the assessment of the AML/CFT risks and the misuse of legal persons and legal arrangements\, using a leading-edge methodology. \n  \nIn her opening remarks\, Head of the Anti-Money Laundering Unit of Jordan\, Samya Abu Sharif\, noted: “the topic of today’s workshop is an indication of the important role of all national agencies in promoting the necessary actions to combat the risks of money-laundering and terrorist financing associated with legal persons and legal arrangements at the national level.” \n“Understanding the potential threats\, and strengthening the system to achieve increased transparency for the legal persons and the legal arrangements and developing national programmes in partnership with the private sector to reduce their impact is a crucial objective of thjs assessment work.”  \n“The results of the assessment presented today will help us better understand and be directed towards high-risk aspects in order to prevent criminals from exploiting legal persons and legal arrangements in ML/TF crimes\,” she added. \nFor his part\, EU Global Facility Key Expert on Beneficial Ownership Alexandre Taymans commended the “successful work and important efforts put together by Jordan to conduct this exercise in such a structured and timely manner”. \n“As the dissemination of the findings of this assessment are now launched\, such a milestone calls for and paves the way for an enhanced engagement between competent authorities\, as well as with the private sector to ensure that the recommendations and the mitigating measures identified by the working group will be fully implemented before the next update to the risk assessment\,” he stated. \nThe EU Global Facility has developed a dedicated methodology for the risk assessment of legal persons and arrangements to assist partner jurisdictions with a methodology that can be tailored to their specific context. \nThis activity is a milestone for any country implementing a BO disclosure framework as it will help them identify the risk jurisdictions are facing from the misuse of legal vehicles both at national and international level.
